Relevant Experience: Jaime Esparza is serving his fourth term as Chief
Prosecutor for El Paso, Culberson & Hudspeth counties. He leads an office
of more than 166 people, including 82 prosecutors and 84 staff members and his
office is credited with helping El Paso become the 3rd safest city in cities
with populations of 500,000. Jaime Esparza was recognized as the 2005-2006
State Prosecutor of the Year. This award, given annually to one prosecutor
statewide, is recognized as one of the highest honors a prosecutor in the state
of Texas may receive.
1. How would you describe the
job of District Attorney?
The District Attorney
represents the State of Texas in the prosecution of criminal cases in the
county and district courts with the mandate to ensure the fair administration
of justice for all and to see that justice is done.
2. Describe the most
important issue facing the office.
Keep our growing community
safe utilizing limited financial resources to prosecute criminals while
continuing to fight for the rights of crime victims.
3. What role should the
District Attorney play in addressing allegations of corruption by elected
officials and government employees?
The District Attorney should
(and does) work collaboratively with state and federal law enforcement to
investigate complaints, pursue investigations and prosecute those who violate
the law.
4. Are the office's
operations accessible to the public? Describe why or why not, and what might be
done differently.
Yes. Operations of the
District AttorneyÕs Office are open to the public through questions posed by
any member of the public, media or a victim. The District AttorneyÕs office
especially keeps the victim of any crime informed during all stages of that
victimÕs case.
5. Is there fair access to
justice for everyone? How can the legal system be improved?
All persons within the jurisdiction
of the District Attorney have access to the criminal justice system through
contact with local law enforcement agencies or direct reporting to the District
AttorneyÕs Office. The criminal justice system could be improved by assuring
that the rights of victims are respected.
6. Describe your position on
DIMS.
DIMS is an effective,
time-tested and constitutional warrant-less arrest management system. It
streamlines the arrest and booking process, protecting the rights of the
accused and saving the public money. Technology allows law enforcement and
prosecutors to interface 24/7. The Task Force on Indigent Defense has
determined that DIMS is a model for law enforcement.
